About Scott Maestri, CRCP™ - Founder and Managing Principal
Prior to forming MRC, Scott worked for FINRA for more than 26 years in a variety of examination and management roles. Mr. Maestri began his career with FINRA (fka NASD) in 1999 as an examiner in the New Orleans Office. He was quickly promoted to a management role in September of 2003 and became responsible for a team of examiners who monitored member firms through routine Cycle and for Cause investigations, as well as the Membership Application Process and Financial Surveillance. Around the same time, Mr. Maestri transferred from the New Orleans office to the Dallas office in late 2003.
After 7 years of managing a team of examination staff, Mr. Maestri was promoted to the Associate District Director role in May of 2010 where his primary responsibility became the review and approval of the District Office’s major program areas. In this role, Mr. Maestri became responsible for managing a team of supervisors (who in turn were managing multiple examiners) and other administrative staff located in the Dallas office.
This senior leadership role exposed Scott to numerous initiatives on national and local levels including the opportunity to act as a material witness in United States District Court for the Northern District of Texas in a criminal case with a victorious outcome. Related, Mr. Maestri has testified in numerous other civil and administrative cases on behalf of FINRA during his career, all with successful results
- SEC’s Regional Office in Fort Worth
- US Attorney’s Northern District Office in Dallas
- Texas State Securities Board in Austin
- 11th District of the Federal Reserve Bank in Dallas
- Federal Bureau of Investigation in Dallas
- Office of Thrift Supervision in Irving
- Federal Trade Commission’s Southwest Region Office in Dallas
- Texas Department of Insurance in Austin
- Office of the Comptroller of the Currency in Dallas
- Texas Department of Banking in Austin
These relationships and the extensive network created allowed Scott to gain exposure to these agencies through numerous working sessions, meetings, and presentations which fostered collaboration on many topics and projects aimed at furthering regulatory results for the industry.
Beyond these meaningful external relationships, Mr. Maestri directly interacted and worked with almost every Department within FINRA during the course of his career, which has allowed him a complete understanding of the regulatory agency’s efforts and approaches to numerous issues.
In 2020, in connection with a major department transformation project, Mr. Maestri’s role changed to focus on leading a team of multiple managers and examiners and a subject matter expert located across the country – responsible for conducting examinations of firms with a retail business model selling multiple products and operating in any number of business lines. His strategic role with the other regulators listed above in the region did not change and only grew stronger as time passed.
Lastly, during the later part of Mr. Maestri’s FINRA career, he was strategically selected to create and lead a specialized group of managers and examiners from across the organization representing multiple Departments to significantly advance the agency’s efforts in regulating private placement sales by member firms. This nationally recognized project led to numerous enhancements that were implemented into the organizations existing and future efforts to regulate this high-risk product. Scott’s leadership work on the project led to several important developments, namely: recognition as a Subject Matter Expert regarding private offerings and invitations for multiple industry presentations, receiving the company’s highest annual recognition award in 2021, and ultimately to Co-Author a FINRA Regulatory Notice 23-08 written to help firms understand and improve their compliance efforts in selling private placements.
Prior to NASD, Mr. Maestri worked in a variety of sales, operational, and compliance roles with Morgan Stanley and Legg Mason in their Jackson, Mississippi branch office locations. This experience allowed Scott to gain firsthand knowledge of the inner workings of the financial services industry.
Mr. Maestri completed Advanced Management training and successfully obtained the Certified Regulatory and Compliance Professional™ (CRCP™) designation both issued through The Wharton School at the University of Pennsylvania.
Mr. Maestri received his B.B.A. in Finance from The Else School of Management at Millsaps College.
